I’m not completely sure what this was called, but it looks like a stroller or walker of some type. The toddler is standing, but there appears to be a seat. The front wheels are directed sideways, but perhaps they rotate forward as well. The canvas to the back of the contraption looks a lot like a vacuum cleaner bag to me, haha, but I’m guessing it was a folded back sun shade/cover. This photo is great, you can even see the diaper pins on the cloth diaper – a thing of the past for most new mothers these days!
I believe that is a circa 1930 Taylor Tot stroller. The handle the toddler is holding onto is just for support; it is non-functional. The front wheels are turned to the side as the parent had apparently just turned the stroller in that direction. The white band around the waist is a ring that surrounds the toddler – likely for safety. A large bag is merely sitting atop the handles that extend back and up towards the mother.

Yes, that’s a Taylor Tot. I had one when I was little and my sister and I used it as a scooter/wagon when we were older. The foot tray came off so the child could use it as a walker.

he doesn’t look at all happy. Yes that bottom tray is removable..so it either a walker or a stroller:)
