Lost and forgotten photos from the past

Today’s photo is a real photo postcard showing the picket fences across the front of two houses. Three people stand behind the fence at the point where two gates open next to each other. I can assume they are neighbors. Note there is an X above the right hand side house, probably indicating that is the house the person lived in. However I have no idea if one of the people in the picture lived in the house. The photo is a bit blurry and the details of the people are indiscernible. Is it just me, or does this look like a British neighborhood? Are there streets in Milwaukee that look like this?

    I assumed British when I saw it. Or possibly East Coast but it looks British to me.

      I was just looking at this again and there is a sign by the left hand gate. I think it says E C Collins. Maybe an address?
