This naval commander was W. E. Johnston. I do not know what a CIC Officer is. Vintage 1955 is my guess. The photo is mounted on hard cardboard and the label with the name was placed directly onto the front of the photo. Any other identifying information on the back of the photo is lost.

The CIC Officer is in charge of the Combat Information Center aboard a warship.

Came across your site and saw the photo. Was in the Navy also, different time tho. The CIC space aboard ship is where the battle is coordinated from both for defensive and offensive operations. He has Naval Aviator wings on (so is a Pilot)and looks like service ribbons from WWII. He more than likely was stationed aboard a Essex Class aircraft carrier or smaller “Jeep Carrier” asome point in his career. Bet he was a pretty cool guy and makes you wonder what and where he flew. I definitely want to thank him for his service.
