This snapshot is not identified and the wording on the flags and caps is obscured, although one hat says Massachusetts I believe. It makes me think of a military graduation or some other type of ceremony.

looks like and American Legion post. a military veterans group found in thousands of communities, and very prominant in the 1950s-70s with WWII vets swelling there ranks. the American legion is for any military veteran who served honorably in peace or war, in the US or overseas. the VFW a similar vets group is for vets who served in wartime and overseas, but the VFW has laxed itd qualifications, and many legions and VFWs have merge, to form a vets club. could be south Brattleboro ? and possibly a ceromony or election of officers event. by the glasses and formal quasi military uniforms this must be the 50s or early 60s I would guess. the hats and insinia are still standard legion attire, no oner wears uniforms, only vests since the 80s.
