I don’t have any context around this snapshot, so I don’t know if this is three military men or three guys camping. They are eating a meal and in the foreground there is what looks like a stove, while in the background is a tent. The fellow to the left is hatless, the one in the middle wearing a newsboy cap and the one to the right with a straw hat I believe. All are wearing button down shirts with their sleeves loose or rolled.
They all appear to be wearing the same clothes – a uniform of some sort – but I can’t tell from where they might be… I think CCC (and/or WPA) folks wore this sort of uniform… The CCC wasn’t real big on insignia and such.

Yes, I could buy CCC or WPA. Those guys had to build their own shelters often times.

I agree..CCC more than likely. My Father In Law was in the CCC..it was a great program during tough times. I have a photo which I think is CCC also..the gentleman is dressed very similar to your fellows in this photo:)
