This photo might be one of those “traveling horse photographer” deals. The fellow who owned the horse would go up and down the streets of the neighborhood and offer for a nominal fee to photograph your kids on his horse. The housewife paid up front and then the photos were mailed to her after they were developed. You might think that someone unscrupulous would just keep the money, but the number of photographs I have seen of little kids on horses in the front yard suggests to me that most of these fellows were on the up and up.
Who Were They? 
Judging from the tile roofs, I’d say this “makes me smile” photo was taken in California.

Yep reminds me of Cali :) And yes I am hoping eventually to find some link to that album with the names I have, but none that are tied together so far.

He looks real relaxed on that horse and the stirrups fit him well..so I think it is his horse:)
